MID COUNTY RADIO CONTROL CLUB
CONSTITUTION

Article I Organization
Section A. This organization shall be known as the Mid-County Radio Control Club. It
shall be located in Nederland, Texas.
Section B. The purpose of this organization shall be to promote interest in radio
controlled model aircraft, to provide instruction in the flying of such models,
and to provide a safe and convenient place for such activities. Its members are
required to pledge to observe the principles of safety and good sportsmanship
at all times, as provided hereinafter in it’s Field Rules and Safety Rules.
Article II Membership
Section A. Members shall be divided into the following categories:
1. Junior Members – Anyone less than 19 years of age.
2. Open Members – Anyone 19 years of age or older.
3. Life Time Member – A non-dues paying member who through his service
contribution and efforts over the years to the club is granted flying
privileges and who may participate in all club functions including
becoming a club Officer. (An Open Club Member becomes a Life Time
Member after his nomination by a member of the club, announcement of
his nomination in the club newsletter, and approval by a 2/3’s majority
vote of a quorum in favor at the next monthly club meeting following such
announcement)
Section B. All members shall have the right to vote in club meetings, however, only Open
and LifeTime members may be elected to club offices.
Section C. An applicant for membership must:
1. Be a current member of the Academy of Model Aeronautics, read the Club
Constitution, Field Rules and Safety Rules, and by signing the
membership application agrees to at all times abide by these and future
rules adopted by the club as outlined herein.
2. Pay 12 months dues in advance, or if joining after July 1st, pay 1/12th of the
annual dues in effect at the time for each month remaining in the year. Proration
of dues does not apply to members who were current members the
year preceding application for membership.

3. Be an active member of a Non Dues paying group established by the club
to provide service to the club.
Section D. To maintain club membership, members must:
1. Pay all dues and assessments by the March Club Meeting of each year or
be exempted through acceptance in a Non Dues paying service agreement.
2. Abide by all Rules included or referred to herein and all Field Rules and
Safety Rules attached as well as future rules adopted in the manner
prescribed in Article VI, Section A.
Article III Meetings and attendance
Section A. General meetings will be held the 2nd Monday of each month at the time and
place specified at the previous meeting, or otherwise arranged in advance.
Section B. Special meetings may be called by the President or the Vice President in his
absence at his discretion or when requested to do so by at least 25% of the
members in good standing.
Section C. A quorum shall consist of at least 25% of the total members in good standing.
Section D. Business of the club will be conducted by the Officers of the Club.
1. Only items listed on the agenda will be considered at the general meeting
during the new business portion of the meeting.
2. All proposals requested by members must be submitted to an Officer of
the club in writing as soon as possible after the general meeting so they
can be acted on and included on the agenda for the next general meeting.
3. All valid proposals will be included on the agenda for the next regular
meeting and submitted in the form of a motion to the general membership
for discussion, amendment if necessary, and a vote of approval. Valid
proposals will include those items that serve to further the interest of the
club now and in the future and should include the following items with
their submission:
• Description of the proposal.
• Intent or purpose of the proposal.
• Estimated cost if any.

4. Proposals for discussions, film workshops, etc. at each general meeting are
highly recommended and a request for time to include such items in our
general meetings should be submitted to an Officer of the club so they can
be included on the next general meeting agenda. Proposals should include:
• Description of the topic.
• Estimated time required for presentation and discussion.
The intent of the above format is to remove time consuming discussions
from the general meetings, to provide an arena to further our interest in
model aviation which will serve our common interests, to improve our
knowledge, bring in new members, and insure our success in the future.
Section E. The order of business at the general meeting will be:
1. Call to order
2. Reading of the minutes
3. Certification of a quorum
4. Treasurer’s report
5. Committee reports
6. Announcements
7. Old business
8. New business per agenda
9. Agenda proposals
10. Adjournment
11. Program
Article IV Dues and assessments
Section A. The amount of dues shall be decided annually, after preparation of the annual
budget by the club Officers and approval of the budget by vote of the general
membership held on the second meeting following club elections.
Section B. Members who do not pay their dues by the deadline set in Article II, Section
D, Sub1 will be dropped from the membership. Reinstatement will require the
completion of Article II, Section C.
Section C. Special assessments may be made by a 2/3 vote of a quorum as defined in
Article III, Section B.
Article V Officers, Membership Review Board, and Committees

Section A. The Officers of this club shall consist of a President, Vice-president,
Secretary, Treasurer, and Editor of the club newsletter. The club Officers will
conduct the business of the club. The club Officers will have the authority and
be expected to run the club business in a fair, moral, and legal manner. The
Officers will insure that the membership will have a safe and well- maintained
field to fly R/C aircraft on. The Officers will be expected to abide by and
enforce the club constitution laws, Field Rules, Safety Rules, and to operate
the club within the proposed annual budget that was voted on by the general
membership. Their duties shall be as follows:
1. President – Senior officer and shall preside at all club meetings and
functions. The President shall have the power to appoint all committees,
convene special meetings of the club as provided in Acticle III Section B,
and assure that the club AMA Charter Lease from the City of Nederland
for the Flying Field and State of Texas Incorporation are maintained on a
current basis. He will serve as a member of the club Review Board who is
committed to assure all members are in compliance with the Constitution,
Field Rules and Safety Rules, and if not to enforce same by applying rules
established in Article V, Section C below.
2. Vice-president – Shall assume the duties of any club officer in their
absence, and shall serve as the chairman of the Field committee. He will
serve as a member of the Review Board.
3. Secretary – Shall keep an accurate record of club attendance and
proceedings in writing. The secretary shall also be responsible for all club
correspondence and the publicity for club sponsored events. The secretary
shall supervise all club elections and voting. He will serve as a member of
the Review Board.
4. Treasurer – Shall be responsible for the collecting, recording, and
depositing all dues, fees, and assessments. He shall provide an annual
budget for the club operating expenses. He shall prepare and sign all club
checks for disbursement of club funds up to $500.00 with his signature
alone. Two signatures by club Officers will be required on all checks
greater than $500.00. He shall verify that all expenditures are preapproved,
valid, and conform with the annual budget or otherwise
approved by the membership. The treasurer shall make a financial report
to the membership at each general meeting, and is responsible for
notifying members who are delinquent in dues, fees, or assessments as
defined in Article IV, Section B. He will serve as a member of the Review
Board.

5. Editor – Shall be appointed by the President and shall be responsible for
publishing the club newsletter.
Section B. Nomination and election of all club officers shall take place at the first general
meeting in November. The new officers shall assume their duties at the first
general meeting in January.
Section C. The Membership Review Board will consist of all club Officers and a review
committee consisting of three open members selected and appointed by the
club membership. The Review Board will meet as required to address reports
of violations of the Constitution, Field Rules, or Safety Rules. The Review
Board will enforce the application of penalties set forth below in the best
interest of all members and the club. The findings of the Review Board will
be presented to the general membership for assessment of penalty or
corrective action.
Definition:
Club rules include all items listed or referred to herein, the club Field Rules,
Safety Rules, AMA Safety Rules, and Terms of our lease with the City of
Nederland.
A violation of club rules can be:
1. An inadvertent violation brought about by accidental or unusual
circumstances or lack of experience, equipment failure, radio interference
or other such reasons.
2. A willful violation is brought about by the total disregard of club rules.
A copy of all rules will be provided to all members and it will be a
condition of membership that each member read and verify that he/she
understands and agrees with and pledges to abide by these rules by signing
the club membership application.
3. Handling rules violations:
Any member observing a violation of club rules should, in the case of an
inadvertent violation, make the violator aware of his violation so he/she
can correct such actions in the future. Repeated inadvertent violations
should be brought to the attention of the Review Board for investigation
and correction, such as inspection of the violator’s equipment, more flight
training, etc. Three inadvertent violations reported to the Review Board
will be considered by the Review Board the same as one willful violation.

4. Any member observing a willful violation of the rules should immediately
notify the violator of his observation. Should the violator continue or
repeat the willful violation of that rule or any other rule, the observer
should complete a report on the form provided, which will include his
name, names of the witnesses, the date and time of the violation, the
violators name, and the nature and circumstances of the violation, and
forward the completed form to an Officer of the club. The Review Board,
after investigation of the reported violations, will determine to the best of
it’s ability if the claim is valid, not valid, or cannot be substantiated
beyond a reasonable doubt.
5. If a claim is valid, and after an affirmative vote by the membership, the
violator will be excluded from enjoying the benefits of club membership
as prescribed below, and he/she will relinquish said benefits willingly
without recourse or any action being taken against the club, it’s Officers,
members, or property.
6. Unfounded false claims, perpetration’s of violations as vendettas, claims
of violations for the purpose of harassment, are considered a serious
violation of the club rules, and if proven, the perpetrator will be excluded
from enjoying the benefits of club membership as prescribed below, and
he/she will relinquish said benefits willingly without recourse or any
action being taken against the club, it’s Officers, members, or property.
7. If a claim is not valid or cannot be substantiated beyond a reasonable
doubt the claim will be dropped and removed from the records and the
parties notified of such action.
8. Penalties for willful violation or repeated unwillful violations of club rules
where the Review Board and membership finds that a violation has in fact
occurred are as follows:
• First time occurrences will result in a severe reprimand with said
violations being published in the club newsletter to serve as a warning
that violations will not be tolerated.
• Second occurrence will result in a written reprimand being filed with
the club Secretary.
• Third occurrence will result in loss of membership for one year and
will require the submission of a new application, and a majority vote in
favor of reinstatement by the general membership at the first monthly
meeting following the one year suspension where a quorum is present.

• Members who have been found guilty of violating club rules will have
the record of violations removed from their records if they have not
been found guilty of a violation for a period of one year following the
date of the most recent violation.
Section D. Committees
Field Committee
The Field Committee will maintain the flying field grass, make provisions for
items required to provide proper maintenance of the runways and pit areas,
and strive to assure that the facilities meet the needs of all types and sizes of
aircraft using the facilities.
1. The chairman of the Filed Committee shall be the Vice President. The
committee will consist of eight members who are selected by the chairman
and appointed by the President. The members of this committee will be
exempted from paying club dues in return for their satisfactory service.
2. The chairman’s duties include:
a. Providing an annual budget for maintenance of the flying field
(excluding the outlying areas which will be handled by the tractor
committee).
b. Providing an annual schedule of grass cutting assignments to the
committee members.
c. Approving all budgeted expenditures of the field and tractor committee
prior to payment.
d. Planning and scheduling of all items required to properly maintain the
runways and pit areas.
e. He will monitor the performance of committee members and add or
remove members as required to insure that adequate service is
provided by each member.
Tractor Committee:
1. The chairman of the Tractor Committee will be appointed by the
President. The committee will consist of an additional member who is
selected by the chairman and appointed by the President. The members of
this committee will be exempted from paying club dues in return for their
satisfactory service.

2. The Chairman’s duties include:
a. Provide an annual schedule of grass cutting assignments to the
committee members.
b. Training members on the operation of the tractor.
c. Planning and scheduling all items required to properly maintain the
outlying areas.
d. Monitor the performance of the committee members and add or
remove members as required to insure adequate service is provided by
each member.
Article VI Amendments:
Section A. Amendments to this Constitution, Field Rules or Safety Rules may be made at
a regular or at a called club meeting, provided that all members have been
notified of the proposed amendment(s) at least one week in advance of the
meeting at which the amendment(s) will be considered.
Section B. Amendments must be approved by a 2/3 vote of a quorum as defined in
Article III, Section C.
ArticleVII Dissolution
Section A. The existence of the Mid-County Radio Control Club is considered perpetual
for all practical purposes. However, should circumstances which surround the
hobby or this club change in such a way that dissolution of the club becomes
inevitable and/or desirable, it will be carried out in the following manner:
1. A decision to dissolve the club will be made under the guidelines as the
amendment procedure, Article VI.
2. All assets of the club will be distributed to all dues paying members of
record as of the date of the deciding vote in the following manner:
a. Assets (other than cash) will be valued at a fair value by club
members.
b. Distribution to each member will be prorated based on the number if
years (to the nearest half year) as a dues paying member.
